The Department of Budget and Fiscal Services, Accounting Division, is looking to fill an Accountant II position in Honolulu at the Fasi Municipal Building. This role provides professional accounting and fiscal services for wastewater management operations within the Department of Environmental Services. Responsibilities include maintaining and evaluating financial data, reporting on departmental financial status, preparing account adjustments, and supporting budget development and expenditure control.

What You Will Do:
  • Assist in managing and controlling fiscal accounting for wastewater operating expenditures.
  • Review wastewater payment claims prepared by Accounts Payable staff to ensure payments are accurate, properly coded and classified, and compliant with federal regulations, state statutes, Budget and Fiscal Services policies, and generally accepted accounting principles (GAAP).
  • Analyze prior year fiscal data and project future expenditures to support financial planning.
  • Support the budget formulation process by providing recommendations based on fiscal data and projected trends.
  • Perform other duties as assigned.

Career Progression:

  • Upon successful completion of probation and demonstration of satisfactory work performance and years of experience at each level, an Accountant II may progress to the independent Accountant III level.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with a major in Accounting or a related field with at least 12 semester credits in accounting or auditing courses. Six of the 12 credits must be above the beginning or elementary course level and from an accredited four-year college or university.

Substitution: Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree in accounting or a related field with courses in accounting.

The education requirement must be met at the time of application.  Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT: 
One (1) year of experience in professional accounting.

Substitution: A Master's degree in Accounting from an accredited four-year college or university will substitute for the one year of professional accounting experience.

Applicable Skills Needed:
  • Knowledge of accounting principles and governmental financial reporting standards.
  • Ability to prepare and analyze financial statements and reports.
  • Ability to produce complete and accurate financial reports and documents.
  • Ability to analyze data, detect errors and correct inconsistencies in accounting records.
