General Description

The incumbent in this position serves as the subject-matter expert for the development, delivery, and management of training programs for the Department of Environmental Services’ (DES) staff operating heavy, light, and small-scale equipment. This position reports directly to the Fleet Manager and works collaboratively with internal training staff and external vendors to ensure the delivery of effective, compliant, and results-driven training solutions. The incumbent works closely with the DES Safety Specialist to integrate and enhance strategic safety components within all training programs, ensuring compliance with OSHA/PESH standards and alignment with Departmental safety objectives. Related work is performed as required.

CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Typical Work Activities

  • Develops, conducts, and facilitates customized equipment and vehicle training programs, as requested by operating Divisions, to include the evaluation and modification of programs to ensure effectiveness; 
  • Assesses learning outcomes and adjusts curriculum as needed to achieve desired results;
  •  Evaluates new equipment specifications and changes to existing equipment to determine the need for new training programs or changes to existing programs;
  •  Solicits and evaluates vendor-provided training programs to ascertain effectiveness and adherence to contract;
  •  Provides timely feedback and guidance to ensure employees serving in trainee positions complete all required training successfully and on schedule, and responds to trainee questions and provides ongoing support throughout their traineeship;
  •  Ensures timely reporting of trainee progress, outcomes, and completions to meet Departmental needs;
  •  Creates and uses appropriate technologies and instructional methods to enhance learning experiences and the engagement of participants;
  •  Develops standards for skill-based training and oversees the training programs;
  •  Maintains all equipment training records and schedules of training.

Minimum Qualifications

High School Diploma or Equivalent, PLUS either I or II:

I. Bachelor’s degree and two (2) years of experience in the development and delivery of employee training and staff development programs,

OR

II. Four (4) years of experience in the development and delivery of employee training and staff development programs.

SPECIAL REQUIREMENT STRONGLY PREFERRED:
Possession of a New York State Class B Driver’s license within one (1) year of appointment.
