QUALIFICATIONS:
- Bachelor’s Degree or five (5) years experience in the management and coordination of School Business Services functions.
• Knowledge of principles and practices in maintaining financial records, accounting, budgeting, and inventories.
• Knowledge of Arizona accounting procedures according to the Uniform System of Financial Records (USFR).
• Extensive knowledge and experience in federal and state grant management, including both competitive and entitlement grants, such as Title I, Title II, Title III, Title IV, IDEA, and 21st Century Community Learning Centers (21st CCLC), including compliance, budgeting, fiscal oversight, and reporting requirements.
• Working knowledge of Visions, QuickBooks preferred.
• Must be proficient in Microsoft Office Software (Microsoft Word, Microsoft Excel, and Outlook).
• Organized and detail-oriented with a high level of accuracy and follow-through.
• Bi-lingual preferred.
• Excellent written and verbal communication skills.
• Demonstrated interpersonal and leadership skills, with the ability to build trust, foster collaboration, and work effectively with school and district leaders.
• Demonstrated ownership and accountability, with the ability to take initiative, lead projects, and ensure timely and accurate completion of financial responsibilities.

REPORTS TO:
Executive Director of Business Services
JOB GOAL:
Under minimal direct supervision, successful candidate performs and oversees the processing functions of the Business Services department.
ESSENTIAL FUNCTIONS/PERFORMANCE RESPONSIBILITIES:
- Coordinates with the Executive Director of Business Services on maintaining all district school site and department expenditure budgets.
• Acts as the budget liaison between school sites and departments; provides leadership, recommendations, and procedural guidance to support sound financial decision-making.
• Performs fiscal management and provides oversight of all state and federal grants; reviews and approves grant codes for personnel action requests (PAR) and purchase requisitions.
• Collaborates with Special Programs to prepare and submit State Medicaid Program quarterly financial reports.
• Manages the preparation of deposits for all funds received by the district; prepares Maricopa County Treasurer’s Depository Receipts and ensures accurate posting to district accounts.
• Updates all Fund 500 cash account budgets as needed.
• Coordinates accounting as fiscal agent for district programs or projects, including Extra Curricular Tax Credit accounting and related reporting.
• Maintains budgets, deposits, invoices, claims for funds, and provides financial reports as requested.
• Maintains all budgetary fiscal records and ensures proper documentation and compliance.
• Coordinates the gathering of requested financial documents for annual audit and assists auditors as needed.
• Provides guidance and support to district staff regarding county, state, federal, and district fiscal policies and procedures.
• Coordinates professional development and provides leadership and support to business services finance staff.
• Demonstrates initiative, ownership, and leadership in improving financial processes, ensuring efficiency, accuracy, and accountability.
• Performs other duties as assigned.
