Job Summary


The Parking and Security Manager is responsible for the overall management, security, and operations of the South Avenue Parking Garage (SAG), a facility that operates 24 hours a day, 7 days a week. This role oversees daily garage operations, security staff, maintenance personnel, and administrative functions to ensure a safe, secure, clean, and customer-focused environment for patrons, employees, and visitors.


The position requires a hands-on presence in the garage, including regular outdoor work in varying weather conditions, and close coordination with the City of Rochester, convention center leadership, and internal departments.


Essential Duties & Responsibilities


Security Operations

  • Direct and oversee all security operations within the South Avenue Parking Garage to ensure the safety of patrons, staff, and property.
  • Supervise security personnel, including scheduling, training, performance management, and ensuring proper uniforms, credentials, and nametags.
  • Enforce garage security protocols, key control systems, access procedures, and automobile safety policies.
  • Ensure compliance with applicable local, state, and industry security standards.
  • Maintain accurate and up-to-date reports related to patron incidents, accidents, and security-related events.
  • Ensure all employee injuries are reported immediately to Human Resources in accordance with policy.
  • Serve as the primary security liaison between the Convention Center and the City of Rochester, including participation in construction, safety, and operational meetings as needed.
  • Support emergency response efforts and troubleshoot security-related issues as they arise.

Building & Garage Management

  • Manage the day-to-day operations of a 24/7 parking facility, including staffing coverage, safety monitoring, and operational continuity.
  • Conduct daily walkthroughs of the garage to monitor physical condition, cleanliness, lighting, signage, and overall appearance.
  • Oversee maintenance staff through the Assistant Manager, ensuring timely completion of repairs, preventative maintenance, and facility upkeep.
  • Troubleshoot and coordinate repairs for parking equipment, including entry/exit gates and ticketing systems.
  • Ensure the garage environment remains safe and accessible during all weather conditions.
  • Represent the Convention Center at City meetings related to garage operations, capital projects, and infrastructure improvements.
  • Assign and manage work responsibilities for the SAG Assistant Manager.

Administrative & Financial Responsibilities

  • Oversee budget planning, revenue generation, expense management, and financial controls related to garage operations.
  • Maintain responsibility for revenue controls, reconciliations of receivables, and audit compliance.
  • Manage client accounts and ensure accurate billing and reporting.
  • Complete all required operational, financial, and incident reports accurately and in a timely manner.
  • Answer incoming phone calls professionally and direct inquiries appropriately.
  • Work closely with the RRCC Human Resources Department on recruitment, onboarding, discipline, and employee relations matters; all new hires must be processed through HR.
  • Ensure customer service standards meet or exceed RRCC expectations.
  • Perform additional duties as assigned by the Executive Director.
Requirements

Qualifications

  • Minimum of 3+ years of experience in security operations, preferably in a parking garage, facility management, or similar environment.
  • Previous management or supervisory experience in security, parking operations, or building management.
  • Possession of a valid Security Guard License or willingness to obtain required licensure within three (3) months of hire.
  • Strong knowledge of general security practices, access control, incident reporting, and safety procedures.
  • Ability to work independently with sound judgment and decision-making skills.
  • Ability to work irregular schedules, including nights, weekends, and holidays, to support a 24/7 operation.
  • Willingness and ability to work outdoors in all weather conditions and in environments with automobile fumes and other operational exposures.
  • Excellent communication skills with the ability to interact professionally with staff, management, city officials, and the public.
  • Strong customer service orientation with high standards of integrity, dependability, and professionalism.
  • Proficiency in Microsoft Office and basic administrative systems preferred.
